In order to solve urgent scientific and technical problems of civil aviation of the Republic of Azerbaijan, to create and implement air and ground means and systems of flight safety, to develop normative documents regulating the activity of aviation enterprises of the State Concern “AZAL”, on September 17, 1993, according to the Decree #494 of the Cabinet of Ministers of the Republic of Azerbaijan and in accordance with the Decree #10 of the State Concern “Azerbaijan Airlines”, based on the order dated January 31, 1994, the Aviation Research Institute (ETAI) with pilot production was established at National Aviation Academy on February 1, 1994. In 2009, the name of ETAI was changed to the Research Institute of Transport and Aerospace Problems (ETNAPI). In 2024, ETNAPI was renamed as the Research Institute (ETI).
